The Social Inclusion and Community Activation Programme (SICAP) 2024-2028 aims to combat poverty and promote  social inclusion and equality in Ireland. It is a targeted initiative that provides funding and support to the most disadvantaged  individuals and communities, easing access to services that they might not typically use.
Managed locally by Local Community Development Committees with support from Local Authorities, The programme  is co-funded by the Irish Government and the European Social Fund Plus, emphasizing local engagement and partnerships to address social exclusion and inequality.
SICAP is a social inclusion programme which assists both individuals and groups through a two-pronged approach; supporting communities and supporting individuals.
SICAP is managed locally by Mayo Local Community Development Committees (LCDC) , and one of the Programme Implementers(PI)  in Mayo is Mayo North East LEADER Partnership

SICAP prioritises those who are most disadvantaged in society, who are unable or less likely to access mainstream supports, with a particular focus on Local Priority Target Groups assigned to each local area. SICAP supports both community groups/networks and individuals.
The SICAP team takes a proactive approach to targeting, and actively engaging in outreach activities. We put particular focus on maximising participation by those who are most disadvantaged and least likely to access mainstream services within the Mayo North East SICAP area shown on the map. The following are the target groups set out by SICA:

  • People living in disadvantaged communities
  • People impacted by educational disadvantage
  • People living in jobless households or households where
    the primary income source is low-paid and/or precarious
  • People who are long-term unemployed
  • People with a criminal history
  • Refugees
  • International Protection Applicants
  • Disabled People/People with Disabilities
  • Heads of One-parent Families
  • Travellers
  • Roma
  • Island residents

The Mayo North East SICAP programme operates from the Mayo North East Head Office in Foxford with some SICAP staff working from our outreach offices in Ballina, Westport and Belmullet.
