Mayo North East was established in June 2008 as an integrated LEADER Partnership company. It manages various programmes on behalf of Government Departments and the EI for the benefit of the people and communities of North Mayo. Mayo North East is a company limited by guarantee not having share capital and with charitable status.
In 2015 we were appointed for the SICAP programme in Mayo, and again for the upgraded SICAP II programme in January 2018. This new programme will run until 2022.
The aim of SICAP is to reduce poverty and promote social inclusion and equality through local, regional and national engagement and collaboration. Its vision is to improve the life chances and opportunities of those who are marginalised in society, living in poverty or in unemployment through community development approaches, targeted supports and interagency collaboration, where the values of equality and inclusion are promoted and human rights are respected.
SICAP is funded by the Department of Rural and Community Development with co-funding from the European Social Fund (ESF) for Employability, Inclusion and Learning (PEIL), including a special allocation under the Youth Employment Initiative (YEI).
We have built on our previous work and approach to deliver SICAP and further developed our work and achievements using some innovative approaches to achieve the objectives of the three goals of SICAP:
Goal 1 – Empowering Disadvantaged Communities – To support and resource disadvantaged communities and marginalised target groups to engage with relevant local and national stakeholders in identifying and addressing social exclusion and equality issues
Goal 2 – To support disadvantaged individuals to improve the quality of their lives through the provision of personal development, lifelong learning and labour market supports.
A diverse range of engagement approaches are required to ensure that the programme prioritises marginalised individuals and groups from the most disadvantaged communities of Mayo.
The target groups that MNE engaged with under SICAP are:
- Disadvantaged Children & Families
- People living in disadvantaged communities
- Disadvantaged women
- Those disengaged from the labour market (economically inactive)
- Lone Parents
- People with disabilities
- New Communities
- Unemployed Individuals
- Disadvantaged Youth People (15-24)
- Low income households
- Emerging Needs Category: Disadvantaged Men
The purpose of the review & evaluation
The objective of the review & evaluation is to independently review the performance of Mayo North East’s delivery of the 2018 Social Inclusion and Community Activation Programme through quantitative and qualitative data. To evaluate the quality and effectiveness of the supports and services provided with respect to its objectives under the two goals of the programme and the actions. To evaluate the awareness of the programme within the support agencies and general public. And to input new ideas to the SICAP Annual Plan 2019.
Such data will be measured against the criteria set out by Pobal and Mayo County Council LCDC and will determine if Mayo North East is meeting the targets expected, in addition, assessing and examining where and how our activities were underpinned by the three guiding principles; community development, equality and collaboration.
It will also focus on the qualitative aspects to our service under the programme goals and our client’s experience of engagement with Mayo North East Leader Partnership Company.
The evaluation will use a range of methodologies including but not limited to the following
- Desk Research
- Surveys / questionnaires – phone, email and postal to SICAP clients
- Structured / semi structured interviews with SICAP clients, staff and relevant agencies
- Case studies of best practice
- Focus groups with SICAP clients
- Data collection and analysis
- Evaluation workshops with SICAP staff to review the best practice of both goals
A report on the findings and recommendations will be presented to the Board of Mayo North East Leader Partnership Company.
The successful tenderer will work with Mayo North East staff and management, who will provide:
- a comprehensive briefing to the successful tender
- access to key data and literature
- access to contacts; clients, community groups, employers and partner organisations
- provide support meetings
- feedback on drafts.
The deadline for receipt of tenders is Friday 27th of July 2018.
A decision on tenders will be made no later than Friday 17th of August.
The time frame for completing the review and report writing is estimated at 10-15 full-time equivalent days and will be required to commence the week starting 3rd of September, with the review & evaluation carried out by 30th September, with a draft report presented by 12th October and the final report presented by 19th of October.
